Any whiteheads are the result of trapped sebum in blocked pores. If the pore becomes infected you get a pimple or zit.
Neem can control the bacteria that cause the infection and relieve the inflammation.
Your case sounds as if the problem is very minor and only on the skin surface, and also as if there isn't much infection to speak of.
To get rid of the whiteheads you need to ensure that the pores remain open and can drain.
I do think that the right hygiene routine with the correct products would help with your condition.
Regular cleansing with a very mild cleanser, every morning and evening, is crucial. I would suggest you don't make radical changes in the products you are using, but rather one change at a time, and give it a few weeks to see how your skin reacts.
